That's an entirely different topic. To activate ESS in EHP5 and later, there are steps that have to be performed. It of course depends what is already configured in your system and on the scope you plan to use ESS. You should find many guides on the subject here on SCN. I don't think the activation of the business function generates the roles. They either exist in the system or they don't. Since they don't, I suspect you are either looking in the wrong place, don't have the required authorizations or your system doesn't have the system component release you wrote.
