It looks to me as windows issue.

Can try to reset the tool and see if it works.

Do you have sandbox  system where you can try the below patch.

1. Download and install the Microsoft Visual C++ 2005 Service Pack 1 Redistributable Package MFC Security Update x86 and x64 executables from http://www.microsoft.com/en-us/download/details.aspx?displaylang=en&id=26347

And then try to run the tool.
