Check the Network Connectivity, If your not connecting to Network, then preferably you should use Loop back Adapter to delude the server.
Try to ping to the system.
Follow the path and check the log file for any Hunch.
\usr\sap\<SID>\DVEBMGS00\work - dev_w0 ( log-file )
In the attached Screenshot, try to search using this as keyword and you might get possible solutions how to resolve.
