The security questions (and answers) are stored in the portal database. Normally users specify security questions on self-registration or by manually maintaining their profile. Since in your case users already exist in the UME data source, your question becomes whether is it possible to force users to maintain the security questions on logon. The answer is yes it is but it is a modification to the logon component.
